Whitewater Creek Watershed

Details

This watershed lies in the northwest corner of Walworth County and stretches into southern Jefferson County. A portion of the Kettle Moraine State Forest runs along the southeast edge of the watershed. Land use is predominately agricultural. Historical development of land for agriculture and current development of land for residential areas is responsible for the draining of many wetlands and the ditching and straightening of some streams in the watershed. Based on soil loss evaluations in county soil erosion control plans, the town of Cold Spring in Jefferson County ranked last in soil eroded above tolerable limits. The town of Whitewater in Walworth County is the 12th ranked in the county for total soil loss. The Whitewater Creek part of Rock County ranks third for soil loss in that county with an average of 7.6 tons/acre/year. This watershed has a high susceptibility for groundwater contamination based on WDNR groundwater susceptibility mapping.

Population, Land Use

The city of Whitewater is the only major urban area and its wastewater treatment plant discharges to Whitewater Creek. The City of Whitewater's population grew almost 2% from 1995 - 2000 to 13,437. The Town of Whitewater has a population of rougly 1,400.

Ecological Landscapes for Whitewater Creek Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Lake Lorraine Restoration & Protection Assoc: Lake Lorraine Aquatic Plant Management Planning: The Lake Lorraine Restoration and Protective Association is sponsoring a project to update the Aquatic Plant Management Plan and to develop a bathymetric map for Lake Lorraine.

Project final deliverables include: results of the 2019 P/I survey in an excel spreadsheet; paper and electronic copy of the report and aquatic plant management plan; paper and electronic copies of the bathymetric map; results of the lake volume analysis and a brief report discussing volunteer efforts building the kiosk and participating in the Bait Shop Initiative.

Specific project activities include: 1) using side scan sonar to collect field transects to develop a bathymetric map; 2) conducting a summer 2019 P/I survey on Lake Lorraine;
3) using Reef Master software to calculate lake volume; 4) analyzing the P/I data with maps showing the location and density of aquatic plant species; 5) comparing the P/I data to previous plant surveys in tables; 6) compiling the P/I data into tables showing plant statistics; 7) development of a revised harvesting plan; 8) construction of a kiosk at the launch equipped with tools for boat cleaning and 9) participation in the Bait Shop Initiative.

Special Conditions: 1) All data shall be entered into the SWIMS database.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Walworth Cnty Land Use & Res Mgt: Res-Shoreline Habitat Restoration-Walworth Co.: Walworth County will continue the Walworth County Lakes Specialist position for one year. The Lakes Specialist will provide educational information to lake residents regarding shoreline stabilization and shoreline restoration. The Lakes Specialist will also design shoreline restoration projects for interested landowners, provide technical assistance to contractors and hold workshops on shoreland restoration. Delavan Lake Sd: Acq-Brown'S Channel Watershed Land Acquisition #1: The Delavan Lake Sanitary District (DLSD) will use this grant to pay for part of the purchase of 18 lots along Browns Channel, part of Delavan Lake, located in the Town of Delavan. The project includes the Brown parcel (1.38 acres) and the Odling Parcel (0.30 acre), zoned Lowland Conservation District (C4). The parcel borders other DLSD lands under protection.

The DLSD will manage two invasive species, buckthorn and bush honeysuckle and other woody vegetation through yearly removal or cutting, with the goal of removing 80% within three years of property purchase. Native species will be planted in areas that non- native species are removed. Bank stabilization and stream channel habitat improvement projects will also take place.

All maintenance and improvement activities will be the responsibility of the DLSD in accordance with the Land Management Plan, dated January 22nd, 2015.

The project deliverable is the completed land purchase of 1.68 acres of land (the Brown and Odling parcels) in South Shore Manor 1st Addition.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

Special Conditions: 1) All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment.

Lauderdale Lakes Management District: Lauderdale Lakes Wetland Restoration-Mill: The Lauderdale Lakes Management District will continue wetland/shoreland restoration activities on a property they own. 100 feet of shoreline will be stabilized with a combination of deltalock and biolog and planted with native aquatic plants. The approximately 7 acre wetland property will be restored where necessary. Approximately half of the wetland property needs enhancement. Invasive species will be removed. The site will be prepared and planted with native wetland plants. The project deliverable will be a short report detailing the restoration methods used. The report should contain a few before/after pictures. Department staff will tour the completed restoration site before closing the grant and issuing the final grant payment.

Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

City Of Whitewater: Cravath & Tripp Lakes Ordinance Development: To create an erosion and stormwater control ordinance that will reduce the flooding and the amount of sediment and pollutants reaching Cravath & Tripp lakes. This ordinance will allow the City to establish administrative authority to erosion control & stormwater runoff from construction sites. A comprehensive map will be made to show the major storm sewer outfalls, the delineated sub-basins draining, and the land use of the watershed pertaining to the Lakes.

City Of Whitewater: Cravath & Tripp Lake Mgnt Plan: The City of Whitewater will hire contractors to conduct a community survey and develop a lake management plan for Tripp and Cravath Lakes. The final report will contain the following elements:1)Compile and synthesize inventory data on the watershed and tributary to lake using existing water quality data. 2)Water quality evaluation and studies to include field and site specific inspections, on-going self help monitoring review and refine land cover and pollutant loading, recreational use survey, shoreline condition survey, refinement of the environmental corridors in the watershed and assessing the extent of watershed protection need and environmental sensitivity. 3)Conduct a community water quality survey, recreational use and economic impact on the lakes, using questionnaire survey 4)Review water quality and use survey to set objectives and future protection and rehabilitation measures. 5)Results of WILMS and UAL modeling 6)Results of recreational use and shoreline condition surveys 7)Determine alternative responses, identify management options with vary levels of intervention, to include development, water quality, water uses, public concerns and maintenance of plant & animal community and organizational options to have the best chance of succeeding. 8)Identify future community informational needs 9)Minutes from two public meetings regarding lake management planning issues

City Of Whitewater: Cravath And Trippe Lakes Drawdown And Restoration Project: The City of Whitewater is sponsoring a project to write a plan to prepare for an extended drawdown of both Tripp and Cravath Lakes. The extended drawdown is planned for September of 2019 through the spring of 2021.

Activities: 1) plan the rate and depth of the drawdowns; 2) design bid ready plans for navigational lane dredging during the drawdown; 3) develop the lake restoration plan including burn plan for exotic emergent plant species, aquatic plant reintroduction and fish stocking; 4) measure the sediment depth in the winter of 2018-2019 to start the study on summer sediment consumption; 5) public engagement element to include publications and 3 public informational meetings.

Deliverables: A lake restoration plan that includes all the elements listed in the activities.

Specific project conditions: WDNR to review a draft of the final report; WDNR will be provided electronic and hard copies of data and reports/plans, in a format specified by the Lake Coordinator, generated as a result of this project.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Town Of Richmond: Lorraine Lake Eurasian Watermilfoil Weevil Study: The Town of Richmond, Walworth County proposes to evaluate the effect of the supplemental enhancement of weevil populations as a selective aquatic plant management technique to control Myriophyllum spicatum. Project activities will result in a field evaluation of experimental weevil stocking, a status report and presentation to the lake group, and a final report including feasibility recommendations. Limnological Institute: Lake Lorraine Wq Monitoring: A consultant hired by the Limnological Institute, in conjunction with the Lake Lorraine Property Owner's Association will conduct water quality monitoring on Lake Lorraine. The Limnological Institute will also conduct a pre-sampling and a post-sampling meeting with the Lake Lorraine Property Owner's Association. The project deliverable for this grant will be submittal of two paper copies and one electronic copy (on a CD-ROM) of the final report to the WDNR. The consultant will conduct water quality sampling as outlined in the grant application narrative. Limnological Institute: Lake Lorraine-Apm Plan: A consultant hired by the Limnological Institute, in conjunction with the Lake Loraine Property Owner's Association, will conduct a point intercept plant survey in mid summer 2004. The consultant will follow the methodology for the plant survey as outlined in the grant application narrative. The project deliverable for this grant will be submittal of two paper copies and one electronic copy (on a CD-ROM) of the final report to the WDNR. The Limnological Institute will present the report findings at a meeting with the Lake Loraine Property Owner's Association.

The final report will contain the following elements: 1) Results from the plant survey; 2) Maps of plant beds, lake morphology and ecologically important areas; 3) Plant list; 4) Plant management goals, objectives, alternatives and management recommendations; 5) GPS survey points; 6) Mapping the aerial extent of curly leaf pondweed and eurasian water milfoil and 7) A copy of the public meeting agenda. Specific summary report elements are listed in the project narrative.

Scope amendment: 5-12-04 Less sampling points are going to be done. 130 points down to 50 points based on the newly developed state protocol.
Additional GPS mapping to depict areas of 1)submergent,2)emergent,3)floating leaf, and 4)nuisance native plant areas will be set up due to less time spent on sampling.

The planning program will also include a recreational watercraft census.

City Of Whitewater: Cravath And Trippe Lakes Drawdown And Restoration Project: The City of Whitewater is sponsoring a project to write a plan to prepare for an extended drawdown of both Tripp and Cravath Lakes. The extended drawdown is planned for September of 2019 through the spring of 2021.

Activities: 1) plan the rate and depth of the drawdowns; 2) design bid ready plans for navigational lane dredging during the drawdown; 3) develop the lake restoration plan including burn plan for exotic emergent plant species, aquatic plant reintroduction and fish stocking; 4) measure the sediment depth in the winter of 2018-2019 to start the study on summer sediment consumption; 5) public engagement element to include publications and 3 public informational meetings.

Deliverables: A lake restoration plan that includes all the elements listed in the activities.

Specific project conditions: WDNR to review a draft of the final report; WDNR will be provided electronic and hard copies of data and reports/plans, in a format specified by the Lake Coordinator, generated as a result of this project.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Whitewater Creek WatershedWatershed History Note

The City of Whitewater in the Whitewater Creek Watershed is home to The Prairie Tiller mural which was painted by Caryl Yasko in 1980. It was created as a tribute to the Kettle Moraine with elements of the moraine depicted. The figures on the right depict three time periods and their people: the Native Americans of the area, the early settlers and the people of the present. The figures on the left represent future generations. The large circle in the center represents a mill wheel and waterpower, essential to the development of the area. In 2004, the wall was resurfaced and the mural was repainted.
